Caye Caulker to Vote on Marijuana Industry Referendum

Residents of Caye Caulker are preparing to vote next week, on October 8, 2025, in a referendum that asks whether the government should be allowed to develop a marijuana industry on the island. The question before voters is whether they want cannabis cultivation to be established, a proposal that has sparked heated debate over the island’s future as a family-friendly tourism destination.

The referendum asks voters to give permission for the government to develop cannabis cultivation on Caye Caulker. Supporters say the measure could bring economic benefits and new opportunities for the community, while opponents argue it could change the island’s peaceful, family-oriented atmosphere and harm tourism.

Senator Luis Wade visited the island to speak against the measure, saying that introducing a marijuana industry could undermine the character of the island. Local resident Celina Jimenez, who leads the “No Campaign,” warned that groups that bring hundreds of visitors each year could stop coming if marijuana is legalized.

Councillor Ilya Rosado, leading the campaign in support, emphasized education and transparency, saying residents should make decisions based on facts. Minister of Home Affairs and New Growth Industries Hon. Kareem Musa reminded voters to respect differing opinions and noted that cannabis possession has been legal in Belize since 2017, with the vote deciding only whether to set up regulations for cultivation.
