Church Voices Concern Over Caye Caulker Marijuana Referendum

The National Evangelical Association of Belize (NEAB) has expressed serious concerns over the upcoming Caye Caulker Referendum on marijuana legalization. The Church claims that the government’s planned local vote does not fulfill its earlier promise to hold a national referendum first.

In April 2022, the Church mobilized quickly, collecting 23,000 registered voter signatures in just three weeks—a historical record for Belize—to trigger a national referendum on marijuana legalization. At the time, the government cited lack of funds as the reason for not holding a national vote, promising that the issue would not proceed without one. NEAB says the current local referendum, based on only 350 signatures, undermines that commitment.

The Church also raised concerns about the involvement of the Minister of Police, who is simultaneously responsible for New Growth Industries and actively promoting marijuana legalization. NEAB described this as a “blatant conflict of interest,” noting that marijuana has been linked to gang violence and crime in Belize City.

“We warned in 2022 about drug-related violence and cartel activity,” the Church stated. “Now, automatic weapons are being fired in our streets. Marijuana is a primary root cause of crime.” NEAB cited the Minister’s own acknowledgment of rising marijuana imports, consumption, and gang conflicts.

The Church further warned that plans for a cash-based marijuana market could attract illicit activity and money laundering, potentially undermining Belize’s strong standing in international banking standards. In January 2025, Belize earned a 38 out of 40 score in adherence to AML/CFT/CPF standards from the Caribbean Financial Action Task Force, a level of credibility NEAB says could be jeopardized by legalization.

“Strong families produce strong individuals, strong communities, and a strong nation,” NEAB concluded. “May God help us wake up from delusional promises from politicians seeking to benefit from increased drug use.”
