Judicial and Legal Services Commission responds to Enriquez

The Judicial and Legal Services Commission has formally acknowledged receipt of a judicial-misconduct complaint lodged by public interest litigant Jeremy Enriquez against High Court judge Justice Tawanda Hondora .

In a letter dated August 25, 2025, the Office of the Chief Justice confirmed that Enriquez’s most recent correspondence of August 11 had been received on August 20. The letter states that the complaint is “currently engaging the attention” of the Commission and notes that future correspondence will come from the Commission’s Secretary, Mr. Rolando Zetina .

The acknowledgement marks the first formal confirmation of action since Enriquez began pressing his case months ago. His earlier letters, sent on April 23 and May 22, raised concerns about how Justice Hondora handled aspects of the redistricting litigation tied to the 2025 General Elections. In particular, Enriquez pointed to the judge’s decision to assign himself to hear a bias application, and to rulings later stayed by the Court of Appeal .

Enriquez has argued that unresolved allegations of judicial misconduct risk eroding public trust while constitutional disputes over electoral boundaries remain unsettled. He has asked that, if the JLSC does not decide within the statutory period, the matter should be referred to the Belize Advisory Council.

The complaint runs parallel to Enriquez’s litigation on electoral boundaries. He has maintained that the March 2025 general election should not have proceeded without redistricting, citing constituency sizes ranging from fewer than 3,000 voters to more than 10,000 as evidence of constitutional malapportionment. He contends that government resistance to redistricting entrenched political advantage at the expense of fair representation.

With the acknowledgement letter now issued, the Commission has formally placed the matter on its agenda. The next step rests with the JLSC to determine whether the allegations warrant disciplinary consideration or referral.
