Special Envoy Pushes for National Sex Offenders Registry

The Office of the Special Envoy for the Development of Families and Children is renewing calls for Belize to establish a national sex offenders registry, saying the move has become critical to protecting women and children from abuse and exploitation.
In a strongly worded press release issued over the weekend, the office argued that the identities of convicted sexual offenders should not remain hidden while vulnerable groups continue facing harm. The statement called for stronger safeguards and greater transparency, insisting that communities should have access to information that can help protect children.
The Special Envoy’s Office pointed to growing public concern over allegations involving people in positions of trust and authority, including educators and police officers, saying such cases have intensified public demands for accountability. The issue has recently gained renewed attention following allegations involving a teacher in Bullet Tree Falls, sparking public outrage and wider discussion about child protection measures.
The office stressed that a national registry would not only empower families and communities with information but could also serve to help prevent repeat offences. The release ended with a call for Belizeans to “break the silence” and unite in protecting children across the country.
The renewed push comes as questions continue over delays in implementing Belize’s long-discussed registry. Reports indicate that Belize’s National Sex Offenders Registry was originally mandated through amendments to the Criminal Code in 2014, but implementation has faced repeated setbacks over the past decade. Discussions surrounding the initiative date back at least to 2018, when officials publicly launched plans tied to the proposed system.
The issue also resurfaced after government officials signaled plans for an upgraded rollout. During a House meeting in 2025, then-Minister of Home Affairs stated that the government intended to strengthen the registry with features including enhanced data security, real-time tracking, and compliance monitoring. However, despite those announcements, the system has yet to be fully implemented.
